Until the spell ends, the targets can communicate telepathically through the bond whether or not they share a language. The communication is possible over any distance, though it cannot extend to other planes of existence.

Rary's Telepathic Bond 5.5e 2024 vs. 5e 2014 edition differences

The 2024 version allows casting as a ritual, unlike the 2014 version. It also affects only creatures that can communicate in any language, whereas the 2014 version excludes creatures with Intelligence 2 or less. No other significant mechanical differences are present.
